My ex partner is refusing to pay half of our council tax arrears.

i rented a property with my ex partner, during living there one of his bills he was responsible for was council tax, turns out he never paid it and when i registered at a new property after splitting with him i was sent a years worth of arrears. ive tried to make contact and come to an agreement with him but he keeps making excuses as to why he cant pay. i understand the council will pursue both of us for the full amount but is there anything i can do to force him to pay half?

As you are aware, you are jointly liable for the Council Tax, which means the Council can pursue you for the full amount, if they are not able to get any payments from him.
However, you do have some recourse against him, although it may in practice not make much difference.
You can take him to court and seek half the payments from him, however that can be a costly exercise and there are no guarantees even if you got a court order against him, you would succeed in recovering the money from him. You may just incur more costs with no gains. If you want to explore this option you should seek legal advice.
Alternatively, if you know where your ex-partner works, if you notify your the local authority of this, they may choose to try and recover the money from directly.
