Its not usual, but for priority debts such as fines or council tax this can happen.It also happens with business premises.

The bill for this will be added to your debt along with considerable bailiff fees.

Bailiff powers are increasing with new legislation working its way though Parliament.

It's very important that people deal with their debts before they get to the bailiff stage. Bailiffs can also arrest people, seize vehicles and enter properties though windows for example.

If a bailiff or enforcement agent behaves in anyway unprofessionally you must complain, initially to the company employing the bailiff.
