Are the Canadian health authorities able to sue for the non-payment of a debt in the UK? |

I suffered an accident in Canada and 2 months after being admitted to hospital I have received a bill for various medical care of CAD 10,000. At no stage was I informed of these costs accruing (I was also charged CAD 4,500 by a doctor for a surgical procedure which I was made aware of prior to the procedure) - and therefore in my mind given the opportunity to decline the treatment on these grounds. Now that my insurance company are not paying out I will be liable for these fees.
My question is if I do not pay, will the Vancouver health authorities be able to sue me for payment in the UK, or are they only able to do so in Canada?
