I was living in a student property this year with three others (four of us). Three of us were in a contract with the letting agent, and the fourth paid us rent every month. We were originally planning on signing the four of us into a contract, but because she realised she'd have to pay council tax, the fourth person wanted to refuse. The letting agent recommended we just let them live in the other room and have her pay us rent. She should have paid council tax because she was not (in any way) a student, unlike the three of us in the contract. I was in no way comfortable with her not being in the contract, but we were already in the letting office when she started to refuse. It was an awkward situation. My question is, if I were to report her for not paying council tax, would the three of us who had been living there face legal trouble as well? If so, what?

If you were to report your flatmate for not paying council tax, you and the other tenants would not face any legal trouble as you were students at the time and therefore not liable to pay council tax.
