can i take the council to court for not chasing my ex council tax debt when he lived there


My partner and i lived in a rented property for over 2 years he is not on the council tax bill just me which is in arrears. The council at different periods of times were paying him council tax benefit and therefore knew he lived there but now the council are telling me they will not persue my ex because his name wasnt on the bill. I am getting money taken out of my wage every month to pay it and he is getting away with living there for 2 years and not contributing. Surely he is liable to??? especially when they paid council tax benefit for the property to him. The council will not chase him because they already have a court order to collect from my wages. Is there anything i can do about this. Maybe take them to court. I have written documents from the council in my exes name proofing they paid him benefits for property.
