can this legally be enforced due to the time elapsed

That's another question that isn't a yes or no. More and more people are aware that the unsecured debt can become "statute barred" or unenforceable in court if there has been no payment and no contact in the previous 6 years.

There are exceptions to this rule - primarily secured debt which can be pursued for up to 12 years from the last contact or payment.

It can be very tricky to deal with debt collection companies as they may try to get you admit to the debt in which case they can pursue you for another 6 years.
