It is difficult because there is a fee. You do get a discount for being unemployed but it's still quite high. You may not need to go bankrupt, your creditors can only get what you can afford after all you regular outgoings.
There are apparantly a few sources of help with the fees in bankruptcy - which have recently risen to £360 for the deposit and £150 for the court fee (which will be waived if you are on benefits). Try contacting your water company for help.
