can a bailiff take my dads stuff as my mum has been issued with a notice

mum didn't pay the tv licence thats in her name only so a bailiff has issued a warrant of execute seizer of goods to the total of the amount
can they take dads or my sisters stuff?

sister is pregnant and it is stressing her.
