Can unpaid energy bills owed by the previous owners of my new home affect my credit rating?

I checked my first electricity bill at my new home as it seemed too large.Sure enough they based it on an incorrect estimated meter reading when I moved in .
I provided them with the reading I took when I moved in and received a much lower bill. Also however I received another bill addressed to "The Customer" at my address , They told me over the phone I have to pass this on to the previous owners which I will do but what if they don't pay it?
