i have been issued with a ccj which i dont agree with can i be forced to pay it?

That's a complicated question. If judgement has been awarded to the creditor then the court agrees that you do owe the money.

You may have grounds to set the judgement aside - for example if you weren't advised of the hearing.

As the CCJ is issued by the court, you'll need to talk to the court about challenging it.
