I lived in a shared house and was unemployed, claiming council tax benefit. My name was on the council tax bill (this was necessary, in order to claim the council tax benefit) along with one other who lived in the house. She moved out and then I received a letter from the council saying I was being taken to court for non-payment of council tax. She had not paid the billl. I complained, saying that it had nothing to do with me because I was receiving council tax benefit, and therefore didn't have to pay, but the council replied that because my name was on the bill, I was just as liable as her. I asked them why they don't find her instead for the money, and they said because they don't know where she lives and they know where I live, so they will just get it off me. Now I have moved house a number of times and the council still chase me for the money, sending bailiffs. Why don't they chase the person who should have paid the bill? They don't know where I live now. should I contact them?

Council tax is based on the property and not the individuals living at the property. Having a joint bill means that both of you are jointly and separately liable and the council can ask you for full payment in the absence of your housemate. You should try and negotiate directly with the council explaining the situation and asking for longer to repay the outstanding bill and come to an arrangement where you can make monthly or weekly instalments. Councils also have the discretion to reduce arrears in cases of hardship. You should also enquire whether you come into this category.
