In dispute with council. Bailiffs gone to neighbour as council gave wrong address


Council sent me letter in November but to neighbour's address, therefore delay in getting letter. Had to find paperwork before replying which I did early January and included correct address. Got home today to find note from bailiffs re. removal of goods (note had wrong address). Phoned bailiff who said that they sent 2 letters previously. I have not seen these as they went to wrong address. They said that the note was left yesterday so the neighbour obviously put it through my door today. What is legal position bearing in mind that they have not actually contacted me until today, they are trying to take goods from a retired woman who knows nothing about any of this which has seriouly worried her, can they still come to my address without insruction from the council
