can Bailiffs seize goods when householder not there


My 19 year old daughter is staying at my sisters whilst my sister is out of the country for a few weeks. Today Bailiffs turned up at my sisters house demanding my daughter open the door which she did. They said they had come to seize goods in payment of owed council tax from 2004 (my sister then lived in another part of country so they have tracked her down) My daughter was terrified and distraught so they agreed to come back tomorrow giving time for my sister to be contacted. They listed the items they intend to take. The problem is we can't reach my sister and we don't know if the bailiffs have a right to seize the goods without my sisters knowledge. Please help

Unfortunately as your daughter let the bailiff’s into the property and allowed them to list or “levy” your sisters goods then they are able to re-enter the property and seize the goods to repay debts. Once the goods are taken your sister has 7 days to pay off the debt before the goods are sold. The fact that your sister was not at the property when the bailiff’s called does not matter.
