That depends who owns the car and why they took it.
I don't believe they can if it is HP (a Conditional Sale Agreement) and you are not the owner (note the log book only shows who the keeper is and not the owner). You should check your HP document with the CAB or scan it and email me it if you like.
If it was basically a loan to buy the car and you own the car then they can take it.
Unfortunately bailiffs are pretty much a law unto themselves and are poorly regulated - despite what they themselves say. This is especially the case with council tax - you should complain to the firm and to the local council.
